Senior Manager – O&M (GREC)

Company Overview

The Grand River Dam Authority is an agency of the state of Oklahoma, created by the Oklahoma Legislature in 1935 to be a “conservation and reclamation district for the waters of the Grand River”. GRDA is a non-appropriated state agency, fully funded by revenues from the sale of electricity and water instead of tax dollars.

GRDA utilizes a diverse portfolio of assets to generate, transmit and sell electricity to Oklahoma municipalities, electric cooperatives, and industrial customers, as well as off-system customers across a four-state region. At the same time, GRDA manages over 70,000 surface acres of lake waters in Oklahoma, as well as the waters of the scenic Illinois River.

Position Overview

GRDA is seeking highly qualified candidates for the position of Senior Manager – O&M at its Grand River Energy Center (GREC), located just thirty (30) miles east of Tulsa, Oklahoma. The Senior Manager – O&M provides leadership for multidisciplinary departments responsible for the operation and maintenance of this large multi-unit power generation facility.

Key objectives include: Provide direct leadership to the GREC O&M teams while fostering a culture of high expectations, innovation, and personal growth; perform as a subject matter expert for steam and combustion turbines; gain and maintain intimate knowledge of long term service agreements and other assigned contracts.

Supervision Received:

Reports directly to the Vice President, Generation Operations

Supervised Personnel:

Assigned personnel may be a combination of experienced professionals, O&M department managers, unit supervisors, technicians, and/or contractors.

Essential job functions include, but are not limited to:

Responsible for providing a safe working environment through necessary processes, procedures, and training to safeguard personnel and plant safety.

Contributes to the effective management of the division by participating in the development of new procedures and policies, coordinating with other managers in planning of department goals and budgets.

Manage spending within approved targets for annual Capital and O&M budgets. Organize for the preparation of accurate spending forecasts in near- and longer-term budget periods.

Use prudent management to achieve high plant availability, reliability, and performance.

Responsible for standardized operation and maintenance procedures for all plant related systems.

Coordinate the resolution and repair of serious facility problems using all available tools, personnel, and outside resources.

Monitor plant performance to ensure risk averse and compliant operation. Communicate discrepancies and corrective action plans to plant staff and Senior Management.

Perform and/or coordinate assessments and inspections to recommend cost effective preventive maintenance strategies, design improvements, and major equipment component replacement.

Creates specifications; prepares bid documents; evaluates bids received; prepares and presents reports and recommendations as required for the purchase of materials, equipment, services, and miscellaneous items associated with generation facilities and other assigned projects.

Support the development and administration of training and personal development programs for generation operations and maintenance technicians.

Coordinates or verifies work of outside contractors and/or engineering firms concerning generation activities; monitors work orders, project progress, change orders, and contractor payments of assigned areas.

Other duties as assigned.

Skills, Knowledge, Qualities:

Excellent leadership, interpersonal, and teamwork skills. Must be skilled in coaching and developing direct reports and junior team members.

Ability to work effectively across divisions of the organization to ensure effective coordination of procedures, practices, and day-day operations.

Ability to effectively communicate in various mediums and various styles.

Must have exceptional skill and ability for assertively initiating and maintaining compliance with operational instructions and/or affiliated regulatory guidelines.

Excellent knowledge of power generation systems operation and maintenance.

Functional competency with personal computers; prefer experience with Learning Management Systems (LMS), Microsoft Suite, Emerson Ovation, Allen Bradley, TK Pro, OSISoft PI, etc.

Must be capable of methodical analysis of complex technical problems.

Must possess and demonstrate excellent writing and composition skills.

Must be comfortable giving verbal presentations before groups.

Must have strong commitment to safety and procedural compliance.

Strong people skills: ability to integrate seamlessly into diverse teams.

Must demonstrate an ability to manage up and down the chain of command.

Must be self-motivated and able to work independently to achieve defined goal and objectives.

Education, Training, Experience:

Bachelor's degree in engineering with a power industry emphasis from an accredited college or university, or technical certification or other advanced degree with a power industry emphasis and five (5) years of practical experience, or high school diploma and ten (10) years of practical experience.

Additional courses or practical experience in thermal generation design, systems analysis, computer programming, and project and facility management are desirable.

Preference given for advanced operating and maintenance program management experience with natural gas combined cycle and/or coal fired generation facilities.

Certificates, Registrations, Licenses:

Valid Oklahoma driver’s license

Physical/Mental Requirements & Working Conditions:

Must be able to walk, climb stairs, crawl, work from ladders and elevated platforms. Must not have a fear of heights, confined spaces, or working around high voltage equipment.

Ability to lift, move, and carry weights of up to 50 lb. on an irregular basis.

Must possess mental, visual, and auditory acuity for attention to visual and auditory detail. Manual dexterity is required for operation of test equipment, small tools, and the installation, adjustment, and repair of control devices.

Work locations ranges from an office environment to outdoors and/or indoors in a high noise/high temperature environment with possible work in confined spaces.

Odd shifts and after-hours work may be required under system emergency.

Other information:

Position is located at the Grand River Energy Center in Chouteau, OK or at other GRDA generation site locations as assigned.

Minimal travel requirements.
