O&M Technical Qualifications Specialist

Position Overview

The O&M Technical Qualifications Specialist provides administration, execution, and oversight of site-specific training and qualification programs for power supply personnel responsible for maintaining optimal performance, reliability, and risk averse operation of power generation facilities.

Key objectives include: In coordination with Human Resources, Learning and Development Specialists, and site leadership, train and mentor employees through direct application of the Training and Qualification Program (TQP), providing active field participation/interaction, observance, and intervention as necessary to meet identified individual employee development targets, and ensuring that operating and maintenance employees possess the knowledge and skills required to perform safely and efficiently in assigned positions.

Essential job functions include, but are not limited to:

Foster an environment that encourages both personal growth and accountability. Implement strategic and specific training plans to ensure sufficient opportunities to learn are provided.

Implement training programs that meet regulatory requirements, safety standards and meets business needs.

Work with leadership to create plan for New Hire training schedule, on-going training cadence and ad-hoc skill upgrading.

Establish worksite KPIs and goals to track skill improvement and site goals.

Conduct OJT sessions to ensure employee proficiency is to standard, provides leadership with overview of proficiency levels of the workforce.

Work with leadership to identify gaps of performance standards that might require additional or ad-hoc OJT training, coaching from leadership or supervisor intervention.

Ensure that SOPs are updated as necessary and communicates and trains on any changes.

Oversee the tracking of any required technical certifications and notify leadership of upcoming expirations.

Work with Learning & Development and Third-Party Designer to maintain a list of initial, sequential, and continuous training requirements for all operators and maintenance technicians for increasing levels of knowledge and responsibility.

Execute a collection of Drill and Scenario Based Briefs that can effectively evaluate the response by site personnel to a variety of abnormal or emergency situations.

Work with Leadership and Learning & Development on annual operations and maintenance department training plans.

Monitor and evaluate employee proficiency in completing required tasks, share best-practices and recommend/conduct training in response to observations.

Facilitate simulator training on combined cycle and simple cycle units.

Participate as advisor and mentor on operational issues for generation facilities, and the development of operating procedures.

Ensures uniform implementation and compliance with the operation process programs by site employees and contractors.

Support standardized Root Cause Analysis (RCA) program to minimize or eliminate repetitive issues.

Odd shifts and after-hours work may be required under system emergency.

Creates, organizes, and maintains records for all assigned areas of responsibility.

Other duties as assigned.

Skills, Knowledge, Qualities:

Must have excellent knowledge and understanding of mechanical and high-pressure steam systems, power generation processes, and industry specific codes.

Must have strong commitment to safety and procedural compliance.

Functional competency with personal computers; prefer experience with Learning Management Systems (LMS), Microsoft Suite, Emerson Ovation, Allen Bradley, TK Pro, OSISoft PI, etc.

Must be capable of methodical analysis of complex technical problems.

Must possess and demonstrate excellent writing and composition skills.

Must be comfortable giving verbal presentations before groups.

Strong people skills: ability to integrate seamlessly into diverse teams.

Must demonstrate an ability to manage up and down the chain of command.

Must be self-motivated and able to work independently to achieve defined goal and objectives.

Prefer candidates with practical knowledge of technical skills to be taught and the ability to perform techniques appropriate to the subject matter being taught.

Able to effectively communicate in various mediums and various styles. Is a Subject Matter Expert or has the capability of becoming a Subject Matter Expert in generation operations procedures and processes.

Education, Training, Experience:

Technical certification or advanced degree with a power industry emphasis and five (5) years of practical experience, or High school diploma and ten (10) years of practical experience.

Additional courses or practical experience in thermal and hydroelectric generation operation, maintenance, design, systems analysis, project and facility management are desirable.

Preference given for advanced operating and maintenance level experience with natural gas combined cycle, coal fired, and/or hydro generation facilities with a reliability, performance, and risk mitigation focus.

Certificates, Registrations, Licenses:

Valid Oklahoma driver’s license

Physical Requirements:

Must be able to walk, climb stairs, crawl, work from ladders and elevated platforms. Must not have a fear of heights, confined spaces, or working around high voltage equipment.

Must be able to perform sedentary work in an office setting for extended periods.

Ability to lift, move, and carry weights of up to 50 lb. on an irregular basis.

Must possess mental, visual, and auditory acuity for attention to visual and auditory detail.

Work locations ranges from an office environment to outdoors and/or indoors in a high noise/high temperature environment with possible work in confined spaces.

Emergency work may be required during system upsets.

Other information:

Work is performed primarily at the GRDA Administrative Center in Chouteau, Oklahoma or at other GRDA generation site locations as assigned. Minimal travel requirements.
